Major Financial Policy Changes Effective November 1, 2025
Several crucial financial regulations and policy updates have come into effect from November 1, 2025, directly impacting citizens and businesses across India. These changes include revisions to Aadhaar update charges, new bank nomination rules, and a revamped GST slab system.
- Aadhaar Updates: The Unique Identification Authority of India (UIDAI) has waived the ₹125 fee for mandatory biometric updates for children's Aadhaar cards for one year. For adults, updates to details like name, date of birth, address, or mobile number will cost ₹75, while biometric updates (fingerprints or iris scans) will be ₹125. Online updates for address, date of birth, or name can now be done without supporting documents.
- Bank Nomination Rules: Amendments to the Banking Laws Act now permit bank customers to nominate up to four individuals for a single account, locker, or safe custody item. Account holders can specify the share or percentage of entitlement for each nominee and even designate successive nominees to avoid ownership disputes and simplify access to funds during emergencies.
- New GST Slabs: The Goods and Services Tax (GST) system has transitioned from a four-slab structure to a new two-slab system with a special rate for certain items. The 12% and 28% slabs have been removed, and a 40% rate will now apply to luxury and sin goods, aiming to simplify India's indirect tax structure.
- Pension and NPS Transition Deadlines: Central government employees seeking to shift from the National Pension System (NPS) to the Unified Pension Scheme (UPS) have until November 30, 2025, to complete the process. Additionally, all retired central and state government employees must submit their annual Life Certificate by the end of November.
- Simplified GST Registration: From November 1, 2025, India has introduced a simplified GST registration system, allowing for automatic approval of new registrations within three working days for most applicants, covering approximately 96% of new registrants.
Government of India Concludes Special Campaign 5.0
The Government of India successfully concluded its "Special Campaign 5.0" on October 31, 2025, which focused on enhancing cleanliness and reducing pendency in administrative matters across various ministries and departments. Spearheaded by the Department of Administrative Reforms and Public Grievances (DARPG), the campaign aimed to institutionalize cleanliness and improve administrative efficiency. During its implementation phase, ministries and departments conducted an impressive 731,000 cleanliness campaigns, clearing 202.97 lakh square feet of office space and generating ₹551.93 crore in revenue from the disposal of scrap and e-waste. Furthermore, 669,000 public grievances and 14,524 appeals were addressed, demonstrating the campaign's effectiveness in improving public service delivery.
Mera Yuva Bharat (MY Bharat) Platform Expanded
The central government has expanded its flagship youth platform, Mera Yuva Bharat (MY Bharat), to connect millions of young citizens with opportunities for volunteering, leadership, skill development, and experiential learning. The platform, launched on October 31, 2023, primarily targets youth aged 15–29 and adolescents 10–19. To enhance accessibility, the MY Bharat Mobile App was launched on October 1, 2025, featuring AI-driven chatbots, multilingual support, and a Smart CV Builder. As of October 2025, the platform has registered over 2 crore young people and 1.2 lakh organizations, facilitating 14.5 lakh volunteering opportunities and becoming India's largest digital youth platform.
PM SHRI Schools Advance National Education Policy
The PM SHRI (Prime Minister Schools for Rising India) scheme has made significant progress, upgrading over 12,000 government schools since its launch in 2022 under the National Education Policy (NEP) 2020. The scheme aims to transform these institutions into flagship schools equipped with modern facilities such as smart classrooms, Atal Tinkering & Innovation Labs, digital libraries, and eco-friendly infrastructure, alongside vocational and skill hubs.
Kerala Government to Implement Welfare Schemes
Kerala Finance Minister K.N. Balagopal announced that all welfare schemes declared by the State government would come into effect from November 1, 2025. These schemes are designed to benefit 62 lakh people, including 32 lakh women, and provide scholarships for five lakh youth. The initiatives aim to ensure that each household receives assistance of up to ₹7,000.
