India also resumed international postal services to the USA, implementing a new duty collection mechanism.

PM GatiShakti National Master Plan Sees New Initiatives

On the fourth anniversary of the Pradhan Mantri GatiShakti National Master Plan (NMP), the Ministry of Commerce and Industry launched a series of transformative initiatives. These include "PM GatiShakti Public," which opens the NMP platform to the private sector, and "PM GatiShakti – Offshore," a dedicated digital platform for integrated planning and management of offshore development across sectors like wind farms and marine resources. Additionally, a "PMGS District Master Plan (DMP)" for 112 Aspirational Districts was introduced to strengthen data-driven local infrastructure development. The "Logistics Excellence, Advancement and Performance Shield (LEAPS) 2025" was also unveiled to recognize innovation and leadership in the logistics sector. These initiatives are designed to enhance India's infrastructure planning, regional development, and sustainable growth.

PM Jan Dhan Scheme Enhanced with ₹10,000 Credit Facility

The Government of India announced a significant update to the Pradhan Mantri Jan Dhan Yojana (PMJDY) for 2025, introducing a credit facility of up to ₹10,000 for active Jan Dhan account holders. This initiative aims to provide accessible financial support to small traders, workers, and low-income households, reinforcing the government's vision of a financially inclusive India. The overdraft limit allows users to meet urgent financial needs without extensive paperwork or collateral, with the borrowed amount typically repayable within 90 days.

Uttar Pradesh to Implement Comprehensive Urban Redevelopment Policy

Uttar Pradesh Chief Minister Yogi Adityanath announced plans for a new, comprehensive Urban Redevelopment Policy. This policy seeks to holistically rejuvenate cities by transforming old, dilapidated, and unused areas with modern urban infrastructure, public amenities, and environmental balance. Key priorities include land reorganization, promotion of private investment, a transparent rehabilitation system, and safeguarding the livelihoods of affected families. The policy will also prioritize a state-level redevelopment authority, a single-window approval system for projects, and the Public-Private Partnership (PPP) model.

Delhi Government Launches Water Bill Amnesty and Regularization Scheme

The Delhi government has introduced two significant water service schemes. The first offers a 100% waiver on Late Payment Surcharge (LPSC) for outstanding water bills if the principal amount is cleared by January 31, 2026. A partial waiver of 70% will apply for payments made between February 1 and March 31, 2026. The second scheme allows for the regularization of unauthorized water and sewer connections with substantial concessions, reducing penalties from ₹25,000 to ₹1,000 for domestic connections and from ₹61,000 to ₹5,000 for non-domestic connections. These measures aim to resolve long-standing issues and ensure wider access to water services.

India Resumes International Postal Services to USA

After a nearly two-month suspension, India will resume all categories of international postal services to the United States from October 15, 2025. The suspension, which began in August, was due to new US customs regulations. The Department of Posts has completed necessary system upgrades and established a compliant mechanism for Delivery Duty Paid (DDP) processing. Under this new arrangement, applicable customs duties will be collected upfront in India at the time of booking and remitted directly to the US Customs and Border Protection, ensuring smoother and more transparent international trade, particularly benefiting MSMEs and e-commerce exporters.

Mixed Progress for PM Surya Ghar Rooftop Solar Scheme

A recent report indicates that India has installed 4.9 GW of residential rooftop solar capacity under the Pradhan Mantri Surya Ghar Yojana (PMSGY) until July 2025. However, this achievement represents only 13% of the scheme's ambitious target of 1 crore household installations. While the scheme has attracted over 57.9 lakh applications and disbursed more than ₹9,280 crore in subsidies, challenges such as low consumer awareness and access to finance continue to hinder broader adoption.

Other Notable Policy Developments:

  • The 21st installment of the PM Kisan Samman Nidhi Yojana, providing ₹2,000 to eligible farmers, has commenced disbursement in several states, with others expected to follow before Diwali 2025.
  • The Ministry of Civil Aviation launched the "Fare Se Fursat" scheme on a pilot basis with Alliance Air, offering fixed airfares on select routes to make air travel more affordable and reduce price fluctuations, aligning with the UDAN initiative.
  • NITI Aayog released a report on "India's Blue Economy: Strategy for Harnessing Deep-Sea and Offshore Fisheries," emphasizing the need for capacity building and research in this sector.
  • Several regulatory changes came into effect from October 1, 2025, including an overhaul of the National Pension System (NPS) allowing 100% equity investment for non-government investors, RBI's continuous cheque clearing, regulation of online gaming to ban real-money betting, and revised bank locker agreements.
