October 13, 2025 India Unveils Major Agricultural Schemes, Boosts Farmer Welfare and Pulses Production

In a significant move to bolster the agricultural sector and enhance farmer welfare, Prime Minister Narendra Modi launched two ambitious schemes: the 'Pradhan Mantri Dhan Dhaanya Krishi Yojana' (PM-DDKY) and the 'Mission for Aatmanirbharta in Pulses'. These initiatives, with a combined outlay exceeding ₹35,440 crore, aim to improve agricultural productivity, promote crop diversification, and achieve self-reliance in pulses. Additionally, the Employees' Provident Fund Organisation (EPFO) Board of Trustees is set to discuss its digital overhaul (EPFO 3.0) and a new Employment-Linked Incentive (ELI) scheme, while Assam introduced an initiative for language training and job placement in Japan.

In a concerted effort to strengthen India's agricultural backbone and empower farmers, Prime Minister Narendra Modi recently launched two pivotal schemes: the Pradhan Mantri Dhan Dhaanya Krishi Yojana (PM-DDKY) and the Mission for Aatmanirbharta in Pulses. These initiatives, with a substantial combined financial outlay of over ₹35,440 crore, are designed to usher in a new era of self-reliance, rural empowerment, and agricultural innovation across the nation.

Pradhan Mantri Dhan Dhaanya Krishi Yojana (PM-DDKY)

The PM-DDKY, allocated ₹24,000 crore, is modeled on the government's successful Aspirational Districts Programme. This scheme targets 100 low-performing agricultural districts across the country, aiming to enhance agricultural productivity, promote crop diversification, and improve irrigation and storage facilities. It will integrate 36 inter-ministerial schemes, focusing on ensuring credit access and adopting sustainable farming practices. The Prime Minister emphasized that the success of PM-DDKY will largely depend on local-level implementation.

Mission for Aatmanirbharta in Pulses

With an outlay of ₹11,440 crore, the Mission for Aatmanirbharta in Pulses seeks to significantly increase pulses acreage by 35 lakh hectares and boost production to 350 lakh tonnes by 2030-31, up from the current 252.38 lakh tonnes. This mission, approved by the Union Cabinet on October 1, 2025, and launched on October 11, 2025, aims to reduce India's import dependence and achieve self-sufficiency in pulses. Key features include 100 percent procurement of Tur, Urad, and Masoor at Minimum Support Price (MSP) for four years, distribution of 88 lakh free seed kits, and 126 lakh quintals of certified seeds to farmers. Approximately 2 crore farmers are expected to benefit from guaranteed procurement and enhanced value chain support.

Broader Agricultural & Allied Sector Development

Alongside the launch of these two schemes, PM Modi also inaugurated and laid foundation stones for projects worth over ₹5,450 crore in agriculture, animal husbandry, fisheries, and food processing sectors. These include Artificial Insemination Training Centers, Centres of Excellence, an IVF Lab in Assam, milk powder plants, and a fish feed plant. The government reiterated its commitment to empowering farmers through innovation, investment, and market access, highlighting that agricultural exports have nearly doubled and food grain production has increased significantly in the past eleven years.
