Prime Minister Narendra Modi on Saturday, October 4, 2025, unveiled a series of youth-focused initiatives valued at over ₹62,000 crore, designed to significantly enhance education, skilling, and entrepreneurship opportunities across the country, with a particular focus on the state of Bihar. The announcement was made during the Kaushal Deekshant Samaroh held at Vigyan Bhawan in New Delhi.
Key Initiatives Launched:
- PM-SETU Scheme: The flagship Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs (PM-SETU) scheme was launched with an investment of ₹60,000 crore. This centrally sponsored initiative aims to upgrade 1,000 government Industrial Training Institutes (ITIs) nationwide using a hub-and-spoke model. This model will comprise 200 hub ITIs and 800 spoke ITIs, with each hub connecting to an average of four spokes. The goal is to provide advanced infrastructure, modern trades, digital learning systems, and incubation facilities, managed by Anchor Industry Partners to align skilling with market demands.
- Bihar-Focused Programs: A special emphasis was placed on transformative projects in Bihar. The revamped Mukhyamantri Nishchay Svyam Sahayata Bhatta Yojana was relaunched, providing a monthly allowance of ₹1,000 for two years to nearly five lakh graduate youth, along with free skill training. The redesigned Bihar Student Credit Card Scheme will now offer interest-free education loans of up to ₹4 lakh, easing the financial burden for higher education. The Jan Nayak Karpoori Thakur Skill University and a new campus of NIT Patna in Bihta were also inaugurated.
- Vocational Skill Labs: Prime Minister Modi also inaugurated 1,200 Vocational Skill Labs established in 400 Navodaya Vidyalayas and 200 Eklavya Model Residential Schools across 34 States and Union Territories. These labs will provide hands-on training in 12 high-demand sectors.
- Scholarships and Appointments: Scholarships worth ₹450 crore were disbursed to 25 lakh students of Classes 9 and 10 under the Mukhyamantri Balak/Balika Scholarship Scheme, and appointment letters were handed over to 4,000 newly recruited Bihar government employees. The Bihar Yuva Ayog, a statutory commission for youth aged 18 to 45, was formally inaugurated to channelize and harness the potential of the state’s young population.

- PM Surya Ghar Yojana 2025: The PM Surya Ghar Yojana, introduced in 2025, aims to provide free electricity to one crore households through rooftop solar panels, with each beneficiary family potentially saving up to ₹18,000 per year. This initiative promotes clean energy and reduces electricity expenses.
- Unclaimed Financial Assets Campaign: Finance Minister Nirmala Sitharaman launched a nationwide three-month campaign to recover ₹1.84 lakh crore in unclaimed financial assets held across banks, RBI, and other institutions. The initiative focuses on raising awareness and providing access via RBI's UDGAM portal to help individuals reclaim their forgotten money.
- New Toll Fee Rules: Effective November 15, 2025, new rules incentivize digital payments at national highway toll plazas. Non-FASTag users paying with UPI will be charged 1.25 times the standard fee, while cash payments will incur double the standard fee, aiming to promote digital transactions and reduce congestion.
- Enhanced Social Security Benefits: Revised social security schemes came into effect from October 4, 2025, offering better support to retired employees, low-income workers, and pensioners, including increases in pensions under EPS 95 and additional benefits under the National Social Assistance Programme.
- PM Dhan-Dhaanya Krishi Yojana (PMDDKY): Approved in July 2025, this transformative agricultural initiative has an annual outlay of ₹24,000 crore over six years. It aims to boost growth in 100 agri-districts by converging 36 existing Central schemes across 11 Ministries.
- Goa's 'Mhaje Ghar' Yojana: Union Home Minister Amit Shah launched Goa's flagship 'Mhaje Ghar' Yojana, which aims to regularize houses built on government and community lands and grant ownership rights to long-time residents.
- 'Swadeshi Campaign' for Textiles: The Ministry of Textiles launched the 'Swadeshi Campaign' to boost domestic demand for Indian handloom, handicrafts, and textile products, targeting urban youth and Gen Z consumers.
- Annual Verification of Social Welfare Beneficiaries in Delhi: The Delhi Government will begin an annual verification process for beneficiaries of social welfare schemes to ensure transparency and efficiency in fund disbursal.
- Special Campaign 5.0: From October 2 to October 31, 2025, government offices will observe Special Campaign 5.0, focusing on cleanliness, e-waste management, freeing up office space, and timely disposal of pending matters.
